A Study on the Experiences of Public Guardians for the Developmental Disabled

Abstract
The purpose of this study was to explore public guardianship to grow into a decision making support system for the developmental disabled. Public guardianship consists of practitioners¡¯ practices, so researching actual guardian's experience is an indispensable prior work. In order to study, we examined nine cases in the K local government by qualitative case study method. Based on the data of within-case analysis and across-case analysis showed three major themes of the experiences of public guardians. These were ¡®jumping with expectation and warmth¡¯, ¡®experience of unexpected failure and conflict¡¯, and ¡®keep a distance for continuity¡¯. In the early stage, emotional aspect of human relationship led to more active intervention. These overactive interventions can lead to the point of change through the negative experience of conflict and difficulty. As a result, there was a risk of keeping distance that a certain level can afford. Since early active intervention may affect the self-determination, the guardian and support center should conduct a practical discussion including the scope and interpretation of the duties. In addition, it is necessary to alleviate the difficulties by linking with the community like a bank. Finally it is necessary to activate meetings with support organizations and self-help groups. This will be an open opportunity for monitoring and learning to take place naturally.
